The question in this case is whether it is too late for an Agency to declare the standards to be met by its decision holding that they have not been met. The answer, quite obviously, is in the affirmative. That this problem occurs is just further proof of the incessant challenge to the administrative process and the necessity for resourceful ingenuity in the efficient management of it brought about by the first, 1954, Phillips decision holding that producers are subject to the Natural Gas Act. We reverse.
